9745 and feed waivers were provided to 122 families within our district in terms of student fees collected last last year from September one to June 30th $37,850 was collected in student fees that are $10,228.61 in band rental Orchestra rental calculated it $2,050.25 and parking fees generated $9,105.98 I'm in some the student fees collect high school and middle schools were was it $60,234.84 and when you add in our preschool tuition fees at 32374 or total student fees collected last year $92,535.58 I would entertain any questions that you might have on this topic remembers any questions. play changes from the year before I can even get the next year the number of waivers that were provided this year was our first year post covid where families was really hard to really complete the fee waiver application for Brainerd up reduced lunch meal applications and I know I just received the whole city did receive their applications in the this week of every stick a kit with that application I would encourage families to read through that information and make sure that they are taking care of that and in Billing at submitting it back to their school and they can return it back go to the central office and get those applications completed in terms of dollars generated it was approximately $5,000 more collected this year in fees compared to the previous year experience a similar amount of waivers but there were more band and Orchestra collections this year compared I think you'd better make sure I wouldn't want to make sure people understood how they qualified for the waiver if they have Tiffany's you would have to complete the launch application and get that submitted Miss Murphy and her staff then submit it and then they received a wall qualified or non-qualified List back from the government thank you. letter we send out to District parents in the ball and then mental health assessments reporting that can become again a very emotional discussion with parents and then that's it that happens verbally having me again tonight we've got three separate projects or what if a building is currently so we got the rear of project at Horizon mechanical upgrades in Northeast Elementary and then at Brian Emerson and we're doing the restroom Renovations as well as Snoop Dogg court-ordered common areas will not doing park yet that was next summer so we're really working in Brian Emerson Northeast in her eyes I will start with the Brian Emerson. those three buildings together or or 15in because they're pretty much the same building built at the same time over doing the same work in all so Brian is just a little bit ahead of Emerson right now renovation which is bringing their main bathrooms up at Ada standard complete with Framing and drywall O'Brien we've got all the mechanical Ruffins done watch for a pin and are ready to start on tile tile should we be in this week Bryan along with luring which is already in progress Brian Emerson is as maybe a week or so find drywall just starting this weekend at Emerson wrecking yard in Providence on floor prep drywall should be done and we should start tiling next week these are just a few pictures it looks a little bit Ross yet but we will certainly have these finished before school starts so the main bathroom began are pretty much done with all the raccoons and everything ready to start trial of Bryan the inside of the bathroom there Emerson this pictures a little bit few days a little bit after the drywall is starting this week and again flooring in the corridors I will be starting this week as well so the floor prep here shows all the existing flooring removed in the OR mastic removed as well at Northeast the primary part of the Northeast project is mechanical equipment upgrades so we're replacing some of the can opener units that serve the cafeteria in the kitchen we're also doing a classroom classroom off of the cafeteria that previously was just separated by an immovable partition or not going to have a permanent a wall separating we're adding a couple of calming rooms in that classroom as well Beazer that got the wrong heading on that slide that's actually the calming rooms framed and got all the ductwork and everything ran to those room so we'll cheating and drywalling should be this week on those as well and then this guy had a previous what was in there before that room's pretty empty now was made mechanical room and there was a lot of stuff in there so we're ready for the mechanical unit at Northeast mechanical unit until August on a moster I was in one of them will actually be in September so we will have a little bit of temporary air conditioning happening there until those units all arrived so all of the other were classroom and everything that you see that work will be done we'll just have to buy the units to install once they arrive it will be after school starts in that in that building and then at Horizon if you've been by we have the front some training for that new facade please they started on Ethan's today on that where in God's plan to do the roofing on that canopy this year before school starts we are going to delay Roofing on the remainder of it until next summer and the reason for that is that there was some conflict we have some new roof Drake we're adding which requires new piping in the building and we discovered a number of conflicts that are going to require a little bit more work and it was going to be a real challenge to get back light work done before school starts so in used to make sure we don't disrupt school starting we decided after that that I ain't got the patience for a bathroom would make more sense to get sold out make sure we got all our ducks in a row before are in the ceilings and things like that where we got install that new piping so I will I want to say we're on schedule and on budget where on my schedule exception of the mechanical units Northeast and this Roofing change at Horizon we will have a a little bit of a delay although Horizon was intended for the roofing to go beyond the start of school original projecting like a November we should on the roping so probably looking more like next year but it won't really start on that until most of it till next summer pictures of that and I did throw picture in the next one of the parent they can see that blue strip we have to raise the edge of the roof up a little bit because we're putting a bird insulation currently the Ruckus so it doesn't drain Atkins water will now have slowed to our advantage to get that water that work in progress that will not be totally wait till next year without I'd be happy to answer any questions you guys might have the roof curbs at Horizon are shipping actually the week of the actually next week they're shipping so that was a little later than expected flooring has all arrived Don site or Brighton Elementary so that was when we were little nervous about that that is all on site so we're in good shape they're so I'm outside of those everything else has cost-wise of holding off at Horizon for the materials and stuff that are here engine cost will have to store obviously a little bit but those are under contract all of our subcontractors and agreed on that they're okay with that delay so there won't be any additional crossing guard so we will you have a couple things you need to work through on the piping conflicts I can't say if there will be a cost change your not on those yet. Herman and the God of War one recommendation doctor we would also ask the Board of Education nights to your voicemail Allison as an assistant principal and Career and Technical education High School Allison technical education director at Kearney High School for the 2324 school year any further questions or comments yeah I just just a couple things and I've said this before but say that again I think again this has nothing to do with the employee and ability or inability I has nothing to do with Miss Gifford being a board member but I think I look at three things on this the first thing I look at is the Optics we are going to be hiring a or or promoting a teacher to an assistant principal has not went through an interview process no job search for it and the Optics that unfortunately for her or fortunately her mother's a board member that's that just doesn't look good without going through a search the second thing is in her defense I believe she probably is extremely well-qualified I don't I don't doubt that I don't doubt any of our administration's ability to point out who's qualified I don't have any. But am I prior profession if there was probably not a gun in the car I'm not walking up to the car because I want to know for sure in the way we know for sure if she's the right person is through an interview process through a search process we just changed our contracts we just changed teacher contracts to recruit new teachers we put things in there that are extremely lucrative and extremely tempting for people to into a job like this so probably do we have the right person yes again no disrespect to miss out no disrespect mr. Gifford but I would want to be sure they stop and then the third thing I would say is when you look at miss when you look at Miss Allison are we doing what's best for her she's not going to go through the interview process what happens if in two years she wants to be a principal in the interviews or was she more equipped going through an interview process now we're going through the first interview process in two or three years so for that again I just I don't like the Optics of it I think there's there's a process we should be going through but I don't discredit her ability I don't discredit our Administration I just don't like the fact that other things are stated in in for those reasons I I just extremely hesitant. Waterman thank you for bringing this to us I will say that concern stated this is not an abnormal spot this is not a new or separate position that we would have interviewed for hired at the Dallas and in the same rule that can Edition new rule and this is really an extension of existing Career and Technical education job duties that allows her to oversee she's already working with so it it really makes more I'm in my opinion to have her oversee those people that she's working closely with developers and board members including the skipper have absolutely no bearing no involvement in this process would you not directly process and it is not our job as board members to exceptional circumstances I do not believe that this bulshit not approved if there is no further comment. I think what mr. blessing just said was like Miss Gifford said Noemi she's removed herself she's done everything appropriate however this is the first time this instance has been in front of me on the board and I've heard multiple times from people in the community about their concerns on the process and I agree with it so it's Mister blessings point he's right it has happened in the past but not while I've been here and so I just want to clarify that this has never happened in the past in my short term on the board which is very short Allison's direct supervisor not only a recommended something specifically requested her for this role Atlantic Auto I demand to see you is to discuss considering a possible action. Rina Marquez Spanish teacher at Horizon Middle School and Diana Marquez Spanish teacher Horizon Middle School has presented any further discussion. 360 antennas are regular business items 10 a.m. to the approval of any rental agreement with mr. Havel be pulling up our rental agreement so just give up history on on this request so in the 2425 School your Windy Hills is going to undergo a significant renovation upon completion of that renovation we anticipate Windy Hills will look like a completely new school the exterior of the building will have obviously some remaining pieces but there will be new signage will be a different Marquee flagpole the entire inside if you will of that building will look completely different and it will be very nice so as we were looking at that when we were looking initially at starting and it'll be a new entry to the school and an administrative Wing that would be on the South Side as you enter the front doors currently that administrative areas more to the north side as you enter Sal and we were going to start that administrative Wing this fall we talked about that in the 24 25 year how we would split the student I'm half of the students stay at Windy Hills and half of those students would Buffalo Bills we have a a ring that we building construction or future growth at Boblo which could cause half of the kids from Wendy after some lengthy discussion both a lot of factors one being when students are in the midst of a construction area does one part of the building is completed then the students move into the completed phase and then the construction was over to the non completed portion of the building you still have a lot of issues there with safety a lot of is there with the air quality in different things that we started to think about and thought that might not be a great idea we also talked about just the potential money that could be saved if we didn't bathe check that would extend the length of the project would be much more costly To Us by getting the students out of the building all of the students out of the building and being able to move. I had on construction we would save of the estimate in the Ranger 3.2 million dollars on project so significant cost savings but where would the other half the students go by dr. Luke made a trip of suggestion to me and her team about the potential of First Baptist Church park with Trent not with Jakob sertich net with the leadership at the First Baptist Church. That facility once myself then again with some board representatives and others from our district and that would not look to be a fantastic way to support half of our students here on the rental agreement and in talking with Pastor dority there's a number classroom spaces there that are available and open we said they have a multi-purpose room they have a that's mother is that we can use them a whole kitchen. The kitchen is big enough that they could continue to prepare meals for funerals that might be in the church, but also prepare food for the school lunch program the school is very well Saturday the church is very well set to delineate those areas so we can easily cordon off or have a school section which won't interface with the church section at all that's also really important so really that the kids none the wiser in terms of what's going on in the church side are there may be more parking at Soak One Foundation is in that church so there is a small area with a couple classrooms it may look at some security modification bangs for Bob system as well but we discussed all of these things with the folks at First Baptist Ask Pastor Doherty to give us a proposal what date is at church bodies they went through by square feet customary Bryson carne currently for commercial rental property, is $16 a square foot the church wants to be a great partner and obviously not go to school so they are very much wanting to support us so they introduced that peed at $8 a square foot So within those cost structures that would come out to a total square footage in our request based on all those classrooms multi-purpose room kitchen gym in 4 years storage area is 34147 square feet so pretty good amount of space I actually figured out an average down to $6.59 per Tola cost of 2 + 24090 in 67 we would rent that building for the entirety of the 2425 school year we've had an administrative internship program for a number of years so what we would likely do is have that intern work at Buffalo Bills with this is true is support her and the additional students that are there and we would have the principal mr. Callahan at Windy Hills largely be stationed at the church to support the students are weird at the yard make sure I get a ride I believe the K2 students will be at the church and the 35 students will be at Buffalo Bills so not a perfect year not a perfect solution obviously there will be some who won look at other options in her school district or variety of reasons that we will accommodate those families that I don't want to be broken up and how we can work with them to find another school where they wouldn't be on the transportation network with those families who may have some Transportation needs call change but by and large we feel like at a very cost-effective way when you when you can are those apples you're looking at about a million dollars in savings it it makes a lot of sense worse in the crates environment for kids to have worthwhile in Fruitvale school even though it's a little bit distracted during the school year so that would be what we're looking at and are there any questions from board members on what up second do mints I get to approve the attachment First Baptist Church of Kearney as a percentage play Johnny first. I'd like to pay the First Baptist Church for being so generous and welcoming I'm in Mexico did you have in my personal belief in the best interest of the community and they're giving us a nice deal for our students but I would have to say that I've had reservations about this deal in the beginning and there's no criticism of anything that the First Baptist Church practice isn't believe I'm not a shirt member of a weight heavily on me is the idea of separation of church and state that we are moving a public school into a church and the issues that I cut myself for trying to put myself in the shoes of a Muslim family who might have a student going through that would now have to decide where we're comfortable with them going to a church of a different pain or do we need to move them and moving them is not a perfect solution either is that ostracize them from the class if they're currently in however when looking at how I was going to vote on this I have to put it in the shoes where we're at I would like to go back and you know what hindsight second guess to why didn't we have a structure set aside for this where we could have accommodated night I don't know what that means it would have been possible even if I was a complete genius with all the force I can wear a little bit we can criticize passport I've seen this coming this is just I wish we had that we don't and at the end of the day we have something with the portable that's awesome I can put our students at risk of being exposed to any kind of dusk during the construction or just God forbid a kid wandering into the construction area and getting hurt so I asked the community and particularly any families who will be directly affected by this or have a problem with us reach out to us find something that we might not be perfect but we will do what we can to accommodate you in this temporary I've also talked with our admin team in our meetings and they are also talks to the church so where we can those kinds of contacts work no one's going to be coming into the classroom trying to preach to the gifts and we're going to minimize all of that as much as possible so with that in mind I do feel comfortable going forward it's not perfect I think it's in the best interest of our students as of today also to add to that though so you look at keeping keeping the students in when the hills and kind of doing this six-month Shuffle so to speak you know how are. Here and I think mr. mundorf set it but it's worth saying again loudly it's a 1.2 million dollar. So if I'm sitting here as a taxpayer like everybody else I like the deal of a 1.2 million dollar savings is it perfect no but you look at the Alternatives that the administration I mean they brought every alternative to these scatter all these kids out and they just go to the elementary school then what do you do next year do they all just get a kid like that doesn't work so where else has a kitchen that can feed all these kids write like there's not a perfect spot to go I can't get them all in one Elementary School and so was I looked at it it's the same thing you know the Mr icenogle but the truth is that can accommodate those kids and they still have Jim space they still have places like a playground to get outside and do things and this fenced-in and say I do I'm glad I missed your reference the security key fob that's the stuff like that I think we need to go above and beyond that but to save 1.2 million it's absolutely an inconvenience but if you look at the back end of what Windy Hills will look like a mister Monday or Tuesday nicely but maybe not as accurately as unreal it's it's it looks awesome it does so I get I scored it and I think it's given the cards we have we have to play with those cards and a 1.2 dollar savings this that's enough to get my attention for sure so thanks for all your work and looking at all the different options you did cuz I know you guys did a lot of everything that's been said I also want to besides having looked through a numerous construction project is a teacher having class on the other side of the wall is not good with high school kids I'm sure it's even worse. Don't message me no choice and even though not happy about that disturbance and better working there and I will be able to avoid signs of complications for our students during a. Of time so thank you for trying to work with us. I will Echo blood has already been said I think that is Bored an edge Circle conversation on multiple occasions about their other options and certainly not enough weed like where you're at work. go with the admin team in the areas that we would change the be using and it looks to be very happy with the partnership story we are dealing with organizations that I think this is the solution and not phone number but when you couple at one point you said you're going to have a question bear witness I will have more coming out soon I believe we have a plan on your approval I will start meeting with principal Bill Callahan our team will start really talk and Logistics and things we don't want to meet with the community so fast that there's questions and we said we'll ask a question will get back to you we're going to try to really work on those Logistics or next several months and then reinstall will have some meetings with the parents to talk about those Logistics and answer some of those questions and you know get to give a preview of what Windy Hills will look like in those that will definitely come and we will now so I don't envy is the approval of the supposed replacement on the football field and the first go back a little bit as many people know we've had multiple conversations over last several months with an interest to purchase Memorial Field and then I also to do a number of improvements at the baseball field that did not move through the city council informed me that they they were not looking to purchase agreement forward so really from there some of the wild the funds that we were going to use people ask that question a lot moneymarr we going to use for that we have a required threshold in our general fund of 25% which is in the range of about 1516 million dollars that we can hold back each year the federal government in S3 allocated the school district about four million dollars we funded a lot of projects qualified projects under S3 responded those projects out of our general we try to minimize our other spending and Doctor lives on excellent job along with your building leaders and others I've really watching her spending and so the first round of federal dollars I was scheduled to come through a two million-dollar reimbursement we will get another one next year but these excess dollars really what would happen if we would be above our general fund trash hole some more than the 25% that were allowed to carry over so obviously we're not looking to send money back to the federal government and because we use general fund dollars we can use these dollars we've already paid for the qualified project so there's just some coating there but essentially weird we have a neighborhood of R22 two and a half million dollars that is a there an available for us to spend and because the baseball project fell through we had to turn our attention and focus to what other District needs and projects facility wise look at so after the board retreat discussions that we had a few weeks ago where we observed in and locked in would be football turf replacement at Sunrise of course the high school in Verizon Score Pad excellent football fields for a number of years Sunrise has not been as good so our first project I think we're looking for approval on is to replace completely the turf surface which includes sub base to install a Synthetic Turf football field sunrunner the bass proposal on that as you can see in your hand out is 1074390 $2 with bonding of eleven thousand seven hundred the $8 total project cost on that a one-million $86,150 there is a noted $9,341 deduct yeah we do this project in conjunction with the tractor place in Villa Park about a minute but it will start with the football player football field Middle School at Sunrise Middle School 1086100 X $50 this has been on our neighbor or wanted list I'm glad we're getting to it the other thing is I think it's kind of Sunrise Middle School Sunrise her not going to cut it. what's a good sport sunrise set the movie The Town 1516 years ago I understand the difference from high school or middle school Silver State one quick thing that I looked at your was when I first heard we have a savings account or a carryover of about 15 million a lot of money in dr.
