listen to eat now Troy at this time I like to call to order a regular monthly meeting of the Kearney Public Schools Board of Education this Monday October 10th at 5:30 p.m. will begin this evening with the Lawman silence and then the Pledge of Allegiance I play I don't want to see Diane would you please call the roll bored I would make a motion to approve a true blessing board members your blessing Diane please call the roll River second Diane would you please call the roll thank you very much next we're going to move on to item to on this evenings agenda which is recognitions and at this time we'd like to recognize the cage S-Voice soccer team and will that be mr. Stein where you are and Mister dance you're both going to come up thank you for having a beer tonight Gears of War that guy broke his neck and I said if you want me to say anything will make sure you tell him to the greatest business teacher and I want you to know you wanted me to say God of this has been a teacher and Coach play 40 years and high does a great job and we're good with the Dragons lead not only recognition on the field but also in the bathroom so without further ado thanks mr. Gandy I appreciate the invite and being able to come to the board and just accept recognition Master season 2 or season is in the spring and the national coaches association the national soccer coaches association at the end of the year we ended up being right in that neighborhood of three point seven or so for our you know based on that metric in a couple of hours you know we're able to receive that recognition and we just sending me. It may be right about the start of the school year so it comes lame compared to winter season actually ends but that was kind of the calendar there to get that recognition and had a good year and graduated and the returning Varsity players we had play currently at football practice or tennis practice or run across country right now so it's just myself and your solar activity and results the hard work of the boys on the team and that's something that gets very much needed by the school counselor to send out a weekly list of kids that struggling a little bit have he's an obstinate is really helpful. Robert Andy monitor that list along with me and you know every every Friday it's like clockwork we get the list and we looked at our roster and it is on those two guys and myself were just having some conversations with them sometimes the voice of the coach can be a barber one and I think and I think hopefully we've been able to help kids a little bit up and take care of things in the classroom organic almonds right next to agenda item is item 3 which is presentation and this is regarding the school baking program at Emerson and this is true is here she comes I'm just here two are of program that we have it's cool I'm at Emerson that I may have been believed a label for a student service and it's called the infiltrating program is not my program is not running program if you work at the University of Nebraska at Lincoln hold this program and it's been really successful in our building this year about it it is a savings program for our student and parent permission students to open an account and make a deposit we work with Kyle Credit Union for this program and they come to real school we please to set up the account and then student can make deposits as often or as little as they went they wish as well as much or as little as they wish and then the students earn incentives for deposit and also pursuing certain dollar amount considering how the value of money and saving a little bit early as of the year they can open their accounts as kindergartners which is what we aim for exemption and then at the end of their fifth grade year we have an assembly and the students are presented with a cheque of the balance of their account and it's really fun to watch them realize how much money they stayed over those six years or however long they been at we haven't sent it like I said don't try it matches the first deposit up to $5 and then we also have incentives for the dollar amount that they say so there's a visual here that they have come up with so they are in 5 dollars that are all the way up to $1,000 they are in some gift cards so just incentivizing them for tucking away a little bit of money each week they don't have to bring money but again that adds up we have assembly we'll talk more about that a minute at the beginning of the year and we show visual that if you bring a quarter a week over the course of six years even that adds up to a little bit as up for receiving and also adding this year a frequency so every three depositing student makes they also are incentives or try to work with some local Partnerships local businesses and other local businesses but Are Holy you're the teacher student becomes David beaver I feel like in today's world of technology me the idea of money has become somewhat abstract and so this put that tangible money in their hands they can see. we also do the sentence in the building so the top three classroom get a poster to hang in there room to kind of bragging about their Savings and Loan tell me the I love about the program at the creek leadership opportunities for 5th grade students will they run the program they can apply to or just tell her that they wished permission to go to a job interview with at work and then they get job training so they learned how to count money how to fill out the closet with balances things like that and then they also learn customer service skills so how are birds that come in and out of things that means I got a student and then also the greater well has run the ranch what does the word of the Triad Staffing them grow in their confidence how do you promote the program so it's so nice to be up here and not have to talk about how cold it is going to be on a little bit but that did a few years ago we were not able to run when we open it up last year we were a little bit have a to me to know how many we are now in full swing and we really thought at all to increase the amount of space in the program or at least you do try to come to our school Kindergarten Roundup and they don't eat cookies and share information via a boost that they set up their they also can go and how did your they serve hot dogs and chips and water and dad used to go for the families and information I'm about the program it's fun to watch the students learn just you know how many as up but also you know those incentives for buying a pencil and I know you're saving your money but you also are not for just a good job for bringing the money I sent out weekly reminder on Sunday night phone call and put out on Tuesdays for my parents at pick up stuff from the program I'm currently View 25 total students enrolled in her building in 217 of them participate or at least after having a slow down a little bit we are participants as well for a large balance and $3,125 so we have a whole huge range of about in our account and we just celebrate the participation and just thinking about that saving our students who have another account or $506 / 100 I just feel like it has created Financial awareness and they're going to take that abstract thought of saving money and beat it more tangible and concrete first student still open to build and I did bring only recently came out about the program it was not significantly regarding Emerson thieving but it's the same programming talk about the value and how participants in the program are more likely to set up a little bit of milk any questions or comments where they left it at we know where they go and Google thank you very much right now we're up to items for this evenings agenda this is the public participation comment everybody get perfect all right just getting up here all right next speaker is Jordan Staal starting here hello my name is Jordan Bell everyone always talks about how old JPS especially one of the best high school but not really all my freshman year of high school we read Of Mice and Men and the last month of English but I got called Lenny and book never simply said that he is a mentally disabled man but and how he is stating you can tell as I got called that I would make statements you want to say that louder so the teacher can and they would say it and the teacher would sit there and say there is no one here with that name not the best date it is that the best high school in state stop. are teachers do and how how are letting the teacher's control their platforms and how we're letting students to treat each other it is not right I just don't understand it 1000 stories up at afternoon thank you for another opportunity to speak remind me dresses white with a different topic from another perspective in the past we've questioned how literature literature has chosen for class required reading assignments after I call for a literary Masterpiece that can be a the high school students to read in this case we are so much questioning the literary content is being assigned as what valuable life lessons this literature my provide students about becoming upstanding members of our society we had the opportunity to review reading assignments through the years my son's brain injury impacts reading skills and has been part of his identified I-84 combination needs from Early Elementary unfortunately even though it was frequently discussed and requested it meeting the school district didn't provide auditory readings the courts until the very end of his High School academic career so how many years out of necessity we assisted by reading assignments allowed at home 1 literature assignment he is the one Jordan was talking about Of Mice and Men by John Steinbeck this story is getting health I need during the Great Depression two main characters George and Lennie are displaced migrant workers when is intellectual disability is Central to the plot of the story because then we would address is the instructional approaches drink fast regarding Literature Like This specifically with this story how the topic of disability is handled in the classroom We Believe good student discussion could take place about how every person has value and validation of Paws and the positive impact of treating others with kindness and respect I believe be kind is a current case he has theme some consider it during English class students began calling a student by the name of the intellectually to stay character from the book and its resting this student with disparaging comments from the text what approach should be employed if it name-calling continues in this class for several days and then stood a request several occasions that the teacher make the name calling stop to whom does the responsibility fall when is student stopped asking the teacher to intervene because nothing is changing and the students a continued to call the name Lenny during class is the teacher's responsibility is no one here by that name a stock response to handle this situation when the building Administration is aware of this situation is happening for several weeks is it the responsibility of the student who is being bully to identify the students doing the name calling even though the situation is happening in the presence of the teacher who is aware that is happening and pushed Center Performing me of bullying and so when the student is required to identify the police then this students test themselves up onto be the tattletale to restarting you receive further bullying from students location from adults an interesting point to this story is that when questioned the classroom teacher seem to attempt to put this all back on the students whom she was aware was being bullied in her classroom disgusting is you a shin with other teachers not on this students I am eating sending emails about his decrease classroom performance and it's tempting to paint the bullied student as the instigator when he continued to request that the Stop The Bullying based on his disability there's much more detail to this story than we're sharing tonight it demonstrates academic support and I-80 fulfillment failure as well as failure to provide social emotion support and possibly a missed opportunity to have grade in class discussion about the value of all people regardless of Financial social or intellectual status this is just one instance of the students experience during his years at KPS the response has often been that the school report reacted after each reported incident I would add rather than that they developed a proactive process to ensure the same situations didn't happen over and over again the best school Personnel respond to request for accommodations that I recall that we received it why won't my nightmare end these are not isolated incidents students with academic needs an IV they're not being provided accommodations listed in there legally binding individual education plan Oh I thought I was getting a minute warning sorry we would last couple months or just honest with us next on our list is there an optical thank you I need a few minutes of your time after this meeting you will be going into executive session to discuss our formal complaint I do pray that each of you took the time to completely review all the evidence are turning I turned into Miss Christ last Thursday we used an attorney so we were sure to use the correct wording Etc the email we received back from your attorney was extremely upsetting he threatened to sue him for defamation of character as well as recoup attorney fees not to mention this after he attempts to make it sound like we are ridiculous farce end suspension from sophomore football it does involve half of the wrestling season of what she was on Varsity last year it also is about not receiving a fair to process we never wanted to have to file a lawsuit and still hope it does not end up going that far are goal since September have been handled it and I understand that you continue to stay if you have no say in extracurricular activities however I hope when you review the evidence you can clearly see that the Duke not followed and that Affair appeal did not take place because the person opening the case is also the final appeal you cannot have a case when someone is both the accuser and the Jet the ability to see the overstep of your employee and have them make please hear me we are not saying Sam didn't do anything wrong we've never said that he was immediately remorseful was given a punishment apologized to the other student his family and the Katy that ADA as well as received my license at home what we are saying is that event was taken care of in June and you can see any emails of all the administration that was involved and agreed that the punishment handed down even stating it was water under the bridge what we have now is the administration setting a new precedent essentially stating that even if an event adjudicated anyone can call him with the claim and even if when reopened no new evidence is found in ministration can hand down a new extremely disproportionate punishment this was the first offense I cannot find a single with ever heard of a student-athlete not being able to participate and at least practice while still being allowed to attend school as a parent I beg you put yourself in our cars that attend school so he can participate in athletics not only just love to compete he loves being a part of if you've ever seen him in a game then you know he is the biggest encouragers on the sideline again I asked you to look at the evidence we submitted and pay particular attention to the character references submitted by his fellow teammates this is not the type of kid as a it has been nothing short of heart-wrenching to see my child suffer at the hands of those are who are supposed to be helping mold him into a young man's the decline and Sam's mental health has been significant there are no hearable here rumors being spread because then close the vent was reopened that both she and the others are having to endure the other he's been repeatedly call the bully in formal letters from this Administration when your own handbook clearly State bullying is back and forth continued and ongoing this was a one-time event Alaska two sixteen-year-olds judgment I know I made some bad choices at 16 and I'm thankful I was surrounded by people who practice forgiveness and Grace is that what we witnessed here imagine someone calling in a complaint that goes completely unfounded and your child having to suffer because of it can you tell me you're really okay with that and you truly look at our all our evidence and not see the president's handling of the situation I am begging you please write the drawers so it doesn't have to go any further than tonight as elected officials who have sworn to uphold the administration stop my son made a mistake on June 20th mistake actions to resolve it he was honest and disclosing his instead he apologized and made amends exactly consequences he learned a valuable lesson and move forward with a little more wisdom and understanding 3 months later he is learning something completely different he is learning that those in power and I'll be trying to do but it's okay to lie manipulate and not key if you need you can get away with it if it means you can win just because you were told your punishment is over just keep looking up odor because months later even if mom sounded a catastrophic life-changing consequences It Came Upon you with no chance of standing against it and we wonder why there's so much anxiety in our children today our family has tried to do as much research as possible to understand the policies and procedures you get evidence Dunder stand truth the talk with everyone involved to understand the truth we wanted to resolve this issue amicably we exhausted our appeal process formally although an arcade the accuser was also the judge which absolutely contradicts due process we got a school board to review the evidence and if our accusations were founded to tell their employee to right this wrong the body has the authority to right this wrong today we received a letter from your attorney and it says this attention. The note Tagalog which our last name is spelled incorrectly probably in Hayes this letter e may have made that known defamation and false statement again KBS administer if you fully reviewed what we have giving you what our attorney provided you you will find we do not need to communicate any ball statements we simply compiled letters from the administration that they provided emails and documented corroborated statement and signing and said the student handbook and the student we have not nor do we need to make any false accusation the evidence speaks for itself we simply compiled the evidence in an orderly fashion and so it could be submitted in understood the final message I want to address tonight is that we continue to receive an outpouring of messages from other KPS families in support of our efforts some were extremely concerned for their own children and their future not receiving their due process some are treatment anxious for their own children and their well-being are concerned about the abuse of power we consulted with our attorney and we are well dinner items to show shared all of our evidence to the general public so that they will have the truth and the facts of his case in the end people will know the truth the only unknown is how the school Lord will play a role in all of this thank you Casey are you Casey Shelby my son is so I'm going to spend three major surgeries in the last 3 years first flight attendants had one day with the peeps for 2nd grade playing football sandok was the only boy they never once looked at that and told him that he was weak fragile but he was with this or that it was the only one he was the only one that made fun of my son it was the only one so that's first second I turned stickler teacher in on a complaint for earlier this year after my son finish State wrestling last year decided he didn't want to go out actually deciding on your break you and I'm sure about not going after track this particular teacher who is coach decided excuse me I'm going to say the word that he called my son and told my son girl p**** if you don't go out for track CBS if you ask me that he also went far enough to say that you would have a particular kid called Uncle whoop his so I turned it in this year I make my first formal complaint to Ryan home athletic director I believe that is the correct person to talk to about stuff it's cracked I believe so I can complain to him he does nothing at all aggressive with me on the phone turn around we need to use the positions and not people who cannot defend themselves here this is what public building at Kearney High address it with him and told him that I was going to file this morning and I told him because my child is in this particular teacher class this year there's there was any comebacks or any crap they expect him to stand up for my child my son plays Bellevue West game he's playing on a torn tendon in the foot they got home at 1:30 in the morning after playing on Thursday night he didn't want to get up since you sleep in an appointment I woke him up at 10 a.m. to go to the school and took him two and a half weeks two and a half weeks asking to take the test asking over and over call this particular principal 3 * 1 week to ask him why this teacher would not let my kid take his test and not one return phone call from him not one that is BS you're supposed to be at that school. Always a bit of discipline our children but to protect our children and if he can't do it then get rid of it I'm good day after soaking item five a report for 5 a.m. in DNS nasb fall area meeting membership meeting sorry to me where the same and the skipper Dan mr. Grant what would you like to share with us from that event that you guys are formative to me. I'm kind of knew what it was but I need to go to the price for building thank you for the opportunity thank you a debate this next year in 11 oz a springtime welser thank you very much for the update check on him next month if he has anything that you feel like me the next item on tonight's agenda is our consent agenda this is basically covering all the regular monthly business items that we need to do paying bills we get those approvals and reports ahead of time so the board does not weather going to be like this evening but we've been able to review all those things and be able to address any questions prior to this this month we are also accepting the Kearney High boosters Daniel self-audit a lot of our organizations have to do the stuff out of there when they have those funds and so this month was Carney's theater and then Meadowlark parent advisory which is used to call it what PTA they're not called out anymore of their backs if you're wondering what that is what does do people call PTA meetings and those are our items and I think that's it on our consent agenda agenda Instagram have a person a second chance to improve the consent agenda is affected or is there any further discussion Diane please call the roll motion approved swimming onto item 7 this is our regular agenda items of curriculum and instruction and it will be the adoption of the state math standards and mrs. caterer and mr. Edwards any preface this reminder for this evening to let them run with it Rock and running with the Nebraska by Nebraska state statute I heard every 7 years or the state board of education is required every seven years to review our core academic standards and make an adoption and so this past September state board adopted the new 2022 Mass standards for the next seven years right next door so we just put together a PowerPoint and kind of highlights and features of the new standards the structure of the standards are organized by for Content strands in case by those are number sense algebra geometry and and then ratio and proportion was added the 68 only cycle identifies mathematical processes that are necessary for success in mathematics that each grade level problem solving representation occasions and connections were all present in the 2015 standards and will also be present in the 2022 but they have added reasoning to the new receiver next flight keep M here that you can see up on the screen here but it centers on the Deep learning has Matt all the way across case well it reflects the process of Need For Students to develop mathematical habits of mind and aligns with the current research and evidence-based practices for improving teaching and learning and Mathematics the baddest ran across the pig walls and includes revised standards are related to understanding data and basic statistics focus is on ratio and proportional reasoning and arithmetic of rational numbers in grades 6-8 to build a strong Foundation part of high school and then probably one of the bigger ones and aligns with the exit patient required of the 11th grade summative assessment the act in the previous alignment we were probably teaching some math standards that waiver testing on the ACT post act that's the way the freaking was. so it's kind of put things more in alignment with that regard I'll jump in a little bit with the the secondary process we started meeting in September with all 6:12 medical yes you and we went over all the news today and then we started looking at trick them and breaking it down to steam where we wanted to go with that and filling our front process you've identified two companies that are going to come in and meet with us in November on McGraw Hill and then we're also piloting Eureka squared at the middle level currently and after that November meeting will see which way we're looking Boulevard pilot boat and then by April our goal in the pic the new Greyhound for the coming school year and overwhelmingly our Cadre Builders strongly I'm looking at Eureka squared because they were feeling very confident with that curriculum they were all very impressed as reside with the roads in the elementary math data and so we kind of jumped right out of the name with a Pilots of Eureka 2.0 and we are meeting next week to evaluate and get a list of pros and cons of that curriculum together and then have conversations regarding other potential math curriculums that we may be interested in piloting through second semester we are currently just piling Eureka Square to the 68 level that I have three teachers that are doing that they've had good response from URI previous cycle and so they like the scores are they like some of the new things that they seem with the curricula humble as the middle level we will choose so 678 we will either be partly with ice blue like a Brit algebra and 67 would be Eureka square that we will be all 68 with the high school one way or the other but they're not really choosing their own we're choosing which 4:30 bomb pictures of the experts and so we really trusted them to find the curriculum is going to be the school that they're going to use over and over in the classroom until they accepted this and I'm very excited about this I'm going right now I would also add that we were very fortunate to be able to get to we're also very strategic and ensuring that we had every Elementary building piloting that as well with the New Standard Insurance a place that alignment Outerbridge relationships in the main content friend of number rather than Eldorado the 3rd through 5th grade added standard related fractions make it through 8th grade added Standalone Grand Strand and title ratios and proportions in the number sentence has been very and besides kindergarten through 5th grade standards also are working to create a greater Tokyo between K-12 and algebra and geometry as well as data and then the next slide on this was a really great slide that Clint and I appreciated that yes you can put together in regards to the timeline I'm just a really good language there to help everyone understanding putting myself kind of how the timeline goes in regards to exploration adoption of the standard and how that all fits into the state testing in Berwyn Mr Chapman appreciate that information and I do math is usually pretty non-controversial but I don't I mean I'm going to speak personally I don't put anything that's States whether you're saying that we're not at I think you're crazy standard or nothing that can burning maybe a little bit of change in language they mostly movements in West a lot of the same content they just been a lot more purposeful and where they replaced the content is expected in certain grade levels and I appreciate also do that in the future to pilot program nice level that was there for me when we did last year we have both I really struggle with spending I think last year we spent 11 building for the data in elementary the fact that you went out and have to I just want to make but I'd heard that right cuz that's what I wrote so thank you they are here then we would looking at we are looking at the local adoption in presentation points for next year of the purchase in April does the new math curriculum that you're looking at include real life you are real life or do they apply to portions to real-life weather Express but it's important so they're giving scenarios in their . Of problem drinking their own realizing I am driving the train and that's what I do I just miss him so much thank you I have to make this comment because when we went to Eureka it was very challenging with such a completely different type of math curriculum and now our teachers are asking that we stay along that line is B exciting because it just shows us that sometimes those their shifts in education in the data and information that comes through I mean we may not see it because this is what we do but there's we have companies and we have you know alright thank you very do I have a Indian style brother board Diane would you please call the roll person passes look forward to hearing results of your pilot studies all right so now which is our regular agenda visits basically our business that were carrying on with and 8 a.m. is the crew the resolution to set the tex-rican for the 2020 to 2023 year and dr.liu you are the next person at the major your past lbe 644 is the act and the legislature had a year-and-a-half to repair how does meeting the book on September 2nd of this year submit to the county assessor our anticipated tax levies and budget amount and then they created those pink postcard that we all know that was her trial went for the sake of making sure that everything is buy the book although we don't have to do this according to statute I want it I want us to review and make them mission on the tax resolution so that we're here to do this evening next light please it's really hard to look at if you don't mind I'm going to just walk over to the board if that's okay so really what we're doing this evening is on the 27th you got the board approved our proposed tax request in our funds the general fund the two bond funds the special building fund in a qt pot countywide meeting on the 26th the night before is when I presented the proposed Levy amount so what we're doing tonight is I'm sharing with you what I proposed at the September 26th eating this would be our property tax resolution and just some highlights from 21 from 21 22 on the general fund was it a dollar 24 this year the dollar 16a reduce just a little bit in the bonds bonds it was over 98 to ride at point one slight increase Plano 72073 slight increase there are two bonbons levied amount are all part of death service so those are already predetermined so aerobics Oz every year special building fund last year we did not Levy any pennies in the special building fund this year we letting $350,000 4.008 cents last year we did not have the Q seat belt with the addition of 12.4 million dollars to the operating budget at added $0.03 to the overall tax return sew-in 2122 we're at a dollar 19-5 with the addition of that priest a $2 20 to 8 entertain any questions so we talked about this just gets very confusing for everyone including even your realtor board member here sometimes because the lotto numbers in big numbers but to understand yes our Levi is going up a small amount but also because our evaluations and that's how you came up with the formula we talked about how much would a family in Kearney at 400. so when we were talking approximately $34 per hundred thousand with extra soda put it into something that we can translate into something that's a little bit more understandable versus someone I'm going to try to take those numbers and figure out what their talk it's an easy way to look at what your valuation has increased you can figure that if it went up $60,000 it might not have gone up that fool $34 based on what are Levi is that it Andy simplification way of talking about that I'm going to say yes and I want number but if you're comparing Apples to Apples the increase using the 2122 valuation is the wait time so that's a little bit easier to understand I appreciate that information in this chart has been very very helpful for me to really understand where when we can exchange any other further just clarify as well bond from 09 you will drop off and play nine one of your body that's been refinance a couple of times burn my arrival so I don't know the specific date that it comes off books I think it is I think it's 27 yeah. The one that we when the market went down we refinance and I think the end date is sometime in the middle of 27 2033 Williamsburg next we did move out those dates without refinancing the quarter point of interest on a 2000 that's all right and basically we have that put away already it's just sitting there waiting if you don't already date to be called challenge with a moving Target with the pink postcard 2223 this term and the first and the second to approve the attached resolution to set the property tax requirements for the budgets supported by $6 in the Kearney public schools for the 2020 to 2023 school year as presented any further questions mr. started this process he spent five or six I have persisted in my objection to the QC Park and I voted against the budget but I do think it would be irresponsible that the do not approve the resolution to fund us because if we don't find the budget that we've already passed it's irresponsible I still renew my objection did you see Carl but I understand the need to set the budget I think it is important for us to us wishing you and I think we need to do in the future this is the last time I get to it and I really hope that people will continue to take a little bit of much it because the budget one of the most offensive terms to me as a school board member into your loving people I hate the word raising taxes and if so in the future when we were talking don't let me neutral we have to continue to look at property tax valuations because while I sat in this chair or valuations have gone from 4% to 14% in percent 5% and a voted against the a couple years ago because the valuation increase in so it's important there's things that we can continue addresses School Board whoever sitting in this chair after me but she'll always look at the valuation and we got to continue to the rescue 3% in Grand Island is routine that almost 10% and if so I am acutely aware of their burden that we placed on local property tax payers because we don't have the same outlet but suspect on Grand Island has Tire budget is Grand Island it really makes it difficult at the local level to continue to operate a school district in size with the resources which state and so it's a it's a long convoluted way of I hope that this board will continue to take this responsibility serious and I know that you will continue to look at valuation a Wakeman turn Levi neutral and be honest with people play the bills when we do raise your taxes because I I will always remember one of my first beer when we talked about the bond issue after was packed for the high school that that was letting me know soon because we had a bond drop me off we had a 20-year bond that have dropped off and so now they took the place of that and so you know sometimes when when you think you're going to get a break on your property taxes there's also something else take it we're going to have to have a real serious look at what our community schools look like in the next 5 because we know that there are three buildings that are getting towards their end-of-life where is Park Emerson and Brian we have to have a conversation about that and my hunch is in 2027 when that bond issue dropped off 20 33 when I bond issue drops we're going to be talking about elementary school again so I did I say all of that with the with the statement that I've always taken it very serious when I come to our property taxes and it is hard work on her standard Levi to understand property tax based on valuation but with that being said I knew to the will the rest of the board that we passed a budget that I didn't agree with appreciate the work on it I just didn't agree but as results anybody else have any further discussion regenda regarding miscellaneous 9 a.m. is the deletion of a current policy 7 to 20.1 and the first reading of a new policy 722 0.1 on the construction management at-risk method of construction and dr. Liu physical pain in our budget process we need to start getting out request for qualifications to construction managers at risk who may oversee the products that we have relatively private again. To be qualified HVAC projects fire sprinklers at ADA compliance issues so there's qualified projects if I buy the bond attorney but to move the project forward we need to also get the ark use out for construction manager rest in talking to other board at the committee meeting we wanted to do that and some conversation to get Archie processes in speaking with her attorney we didn't have Ed policy on our books that sufficed for the construction manager at-risk process we did have one box to buy and that came off during the last policy revision so that was I think 2016 I wasn't in the district but when you guys are Vision the one we had on the books fell off so we needed to add on this policy that's actually very similar to policy language we had previously added back onto the books and delete the existing policy that we have currently in that place so I'm what I was drinking board as an employee policy from our Journeys it outlines the process has been slacking bids it outlines an evaluation instrument for rubrics and we determine who will win those bids response award notification process has settled very well written I think it's used with your approval rating while snowboarding that RFP process then we can come back in November hopefully to get a second reading and then behind that we may need a special meeting just to prove our contractor or construction manager at-risk I never selected part of that as well as sorry as myself so maybe that will look at all of the bids are submitted and look at that comedian mr. gosh myself and mr. Brandt it'll be working alongside of you and that so purpose of discussion. mr. They are first in the second now to discussion so we did talk about this to an extent in committee does anybody have any further questions on what this process looks like I think it's a better process side about the Bourne involvement through this process as well and we're start dealing with those larger numbers are again some more eyes looking at these things so appreciate mr. Grant stepping up along side of me on this no further discussion Diane would you please call the roll the appointment of mr. Drew blessing as the representative for Kearney Public Schools Board of Education at the 2022 nasb delegate assembly we want to take GPS different second has any further discussion on this board yes he has and this was a position in which different nominate somebody and our nomination was accepted to the different one than the other one we just lived I apologize lots of different of delegate assembly Diane would you please call motion passes will let mr. bless you know that you know we approve that while he's not here it's always fun when you're not at the meeting is something that that's a board president been working closely with mr. tearing to accomplish this process with our first year of mr. wendorf being our superintendent it does require us to evaluate him twice and we felt that with the in fermentation of the new strategic plan along with some of the new goals that we set for Mr mundorf that our superintendent valuation should be very much tied to. I'm not sure always that we tried those two things come to exact same time so this is a great opportunity to evaluate and look at this tool and then to incorporate the actual items that we have discussed with Mr mundorf is what we want to accomplish as a board so you've all had a chance to this evaluation and Arie set the motion I would move to approve the superintendent evaluation instrument has presented is there any discussion you're welcome motion is passed we now have an instrument tool to proceed with which would go on to the state to be certified for us to be able to use this next month at this time we are going to move on tonight item 90 which is a closed session will require a closed session at the conclusion of our October 10th 2022 Board of Education meeting for the purpose of discussing teacher negotiation news and Personnel matters preventivas injured injury to the reputation of the persons and if the person has not requested a hearing Instagram the first Adam closed session and then we will have to go back possession so that be appropriate members of the cabinet are with us in closed session so if you want to stay around you can watch as come back in and out but you still won't be welcomed in and then you can wait around for us to come back out of special session is so Diane would you please call the roll
